Being_obligated

Definition:

Under some Condition, usually left implicit, a Responsible_party is required to perform some Duty. If they do not perform the Duty, there may be some undesirable Consequence, which may or may not be stated overtly. NB: Contrast this frame with Likelihood and Preconditions frames, which involve many of the same lemmas.

This country MUST support its citizens' right to express themselves.
